The mother, Stacy Robinson, 25, was arrested on Wednesday and charged with murder, conspiracy, and endangerment of a child. The grandmother, Shakera Owens, 45, was also arrested and charged with conspiracy and endangerment of a child.

Philadelphia District Attorney Larry Krasner called the incident a “horrific tragedy” and promised to seek justice for the child.
